Boards & Commissions

Boards and Commissions are designed to collaborate and work within the guidelines of our community vision. As a member of the community or possibly considering relocation to Sumter, with the click of the mouse you can take a look inside. The agendas and minutes of each Board and Commission as well as member lists are available under the designated Board or Commission.

Planning Commission

The Sumter City-County Planning Commission is a nine member commission appointed by the Sumter City and County Councils. This joint commission is tasked to be a recommending body to the two councils for rezoning including Planned Development, Ordinance Amendments, and Comprehensive Plan changes. Additionally, they oversee and hear subdivision questions and approvals. The Planning Commission generally meets on the fourth Wednesday of each month at 3:00 p.m. in the City Council Chambers located on the 4th floor of the Opera House at 21 N. Main Street. The Subdivision / Planned Development Review Committee meets 15 days prior to the Planning Commission meeting to provide a technical recommendation to the Planning Commission.

Zoning Board of Appeals

The Sumter City-County Zoning Board of Appeals is a nine member Board appointed by the Sumter City and County Councils. The Zoning Board of Appeals (BOA) is a semi-judicial body that hears requests for variances from zoning regulations, appeals of staff decisions, and special exceptions. The BOA generally meets on the second Wednesday of each month at 3:00 p.m. in the Conference Room of the Planning Commission Office located at 12 West Liberty Street. Requests for BOA action must be submitted at least 22 days prior to the scheduled meeting.

Mechanical Board of Appeals

The Mechanical Board of Appeals is a joint City-County Board composed of nine members appointed by Sumter city and County Councils. This Board's principal function is to hear appeals of the Building Officials decisions and interpretation of the mechanical building codes (gas, plumbing, HVAC, and electrical). This board meets on an as needed basis.

Building Board of Appeals

The Building Board of Appeals is a joint City-County Board composed of nine members appointed by the Sumter City and County Councils. This board's function is to hear appeals of the Building Officials decisions and interpretation of the International Building Code (IBC) for buildings / structures. This board meets on an as needed basis.

Historic Preservation Design Review Committee

The Historic Preservation Design Review Committee is a seven member committee appointed by Sumter City Council. It is tasked by the Council to implement design review for all exterior appearance and materials in the two design review districts. Those districts are the Central Business District (CBD) and the Hampton Park area. The Committee uses the basic standards established in the City of Sumter Zoning and Development Standards Ordinance and locally developed design guidelines. Design review includes buildings, landscaping, fences, and signs. Colors may be approved by the Planning Staff when using the already approved color pallets.

This committee meets on the fourth Thursday of each month at 3:00 p.m. in the Conference Room of the Planning Commission Office located at 12 West Liberty Street.

SUATS

The Sumter Area Transportation Systems (SUATS) is the Metropolitan Planning Organization (MPO) designated for the urbanized area of Sumter County. The MPO is the Planning organization for the expenditure of Federal and State matching highway within the designated area in the County. The MPO is made up of its Planning Staff, Policy Committee, and Study Team. The Staff provides assistance and recommendations to the Policy Committee with SCDOT and Federal Highway Administration support. The Policy Committee is a ten member body composed of representatives from Sumter City Council, County Council, Legislation Delegation, Planning Commission, Economic Development Board, and County Transportation Committee. Currently, SUATS receives approximately $2.4 million from the federal government each year. The Policy Committee and Study Team meet on an as needed basis in the Planning Commission Office.
